Shamrock Development Inc. knowingly uses general contractors who hire sub-contractors who make it their normal practice to use labor brokers to do much of their work.
Payroll Fraud is a business model in which labor brokers do not pay overtime, do not withhold taxes, and do not pay workers compensation premiums on all hours worked, allowing companies that use labor brokers to lower their bids. This gives an unfair advantage over companies who refuse to exploit their employees and erode the local economy.

TAX INCREMENT FINANCING AWARDED
